Because the line (server) is busy. There are certain times of the day, certain days of the week, when the lines are busy. Early morning is good, later at night good, mid-morning to evening bad.
When the kids are off school, bad.
Holidays, bad.

Think of it this way - it's like taking a shower when someone flushes the toilet. The number of people who can use a server at any one time is limited. You just have to hit it right.
