A good first step would probably be working in a restaurant enough to see all phases of the operation. Some business and food formal education would be good too. You'd need to find out what permits and inspections are required. Then write a business plan, get financing, find a place, acquire needed equipment, staff and supplies, determine policies, develop a menu, find suppliers and buy items needed, advertise, open... I'm sure I've left out some steps, but that's a start.

No seriously, I'm not real sure on the specifics. I would make up some plans, a menu, stuff like that and see if you can get a government grant or a bank loan. If you find out, tell me. My 10 year old nephew wants his own restaurant. :)
