I'm the one that had the 93 sunbird that would cut off after trying to put into gear. you mentioned the governor

If it is the torque converter how would I fix such a problem. I had changed the motor in a 93 sunbird. 3.1 liter engine. Same size engine that came out of it, but like I said it is fine in park at idle, but when I go to shift into reverse its cuts off. Making the whole engine shake as well. It will drive fine for about ten minutes after you start it, but it seems the more it warms up it has a hard time shifting. This is an automatic.

sounds more like the torque convertor. it should have a lock up convertor that could be locked up but i dont know the original question
