These originally were country stickers used in Europe to denote what country the car was registered in. Now, they're novelty bumper stickers for different places in the US -- OBX is "Outer Banks", A2 is "Ann Arbor" etc.

It is due to climate and geography.. given no further mixing of races, migrations, etc. All people in North America will look like Native Americans in 10,000 years (How's that for Geronimo's last laugh), all South Africans will be uniformly black, people living in Hawaii will look like Don Ho etc. it's an adaptation to environment. Of couse we have an interconnected world these days so who knows what we'll look like that far into the future.

In Europe when you drive to a foreign country you need to put a sticker on your car based on where you come from. So for example, GB means Great Britain, E means Spain, I is Italy, D is Germany...etc. The reason for this is because unlike US plates, that show the state's name (where you're from), the European plates show only the letters and numbers, but not what country they're from.
