A church needs a budget, to show their congregation that they are good stewards of the money given to them. All of the money is God's anyway, however, if the congregation sees the church spending it's funds unwisely, then they may stop tithing and then the church will never meet it's expenses.
Be wise stewards.......if you can be trusted with the little things, God will give you bigger things.

A church (like many things) has incomes and expenses. If the expenses exceed the incomes that isn't good, thus one budgets. For example a church with a congregation of only 10 people might choose not to pay the pastor $10,000 a month.

Because you have expenses and you also have moneis coming in. Having a budget makes sure there is enough funds to cover all expenses, and that the left over money goes back into the church or community, since churches are non-profit.

If you're on the committe, shouldn't you know? Churches need to pay their staff, and they need money for supplies for various classes or things that they offer. If you don't budget, you'll most likely spend more than you can afford in some areas, and not have enough left for other things that may be just as important.

because even a church as bills to pay, heat ,lights, water, sewage, repairs, groundskeeping. all this has to be budgeted for. Also, most churches have the minister's salary as an expense. The government wants to know where the tithes are going, even if it doesn't tax the church.

Church is a business. But unlike a typical business which gets money then provides services, the church gets money to provide services.
