Also It says MSGINA.DLL could not be found please contact your admin to reastor the original dll

if your missing shell32 dont panic, if you cant download it from a diskette or online then you will need to find someones system restore disk and do a system restore, restoring all of the files missing, and no that doesnt mean destroy your entire collection of files but it will restore your system files.

Try and see if you are able to log on in safe mode as an "administrator"
Press F8 when booting starts repeatedly until you come to a black and white menu. scroll down to safe mode and press enter.
If you are able to do this, try system restore and restore the OS to an earlier date that this did not occur.
Other wise you may be forced to reinstall your OS(operating system(windows))

I assume you are using Windows 2000?
Reinstall the latest servicepack for your version of windows, then run windows update.

the best way to fix is to reinstall the computer.
