Quiet simply put, it means that both an iron chain and a silken cord could be an effective means of binding someones hands as applies to the tense of being bound, therefore both are equally refereed to as bonds, as they both equally get the job done and can be referred to as both being equal in their function of being bonds.

I hope that made sense to you but it could have been more easily understandable if stated as "An iron chain and a silken cord although of vastly different composition, can be accurately described as being equal in their ability to bond ones hands therefore they can both be equally referred to as bonds.

It means that whether your tied with an iron chain or a silken cord that you won't be free in a hard or soft way. There is still no way out until that bond is broken.
