My breasts are pretty large already, but push up bras make them look even better....however, I live in a very small town and don't have many options so all the push up bras have padding in them. So, if you hug somebody while wearing one, can they tell it?

No one can tell what kind of bra you are wearing.
A lot of bra makers have it to where you can remove the pads from the sides. I don't like pads and I always remove them if they are not sewn into the bra.
But no, no one can tell, just like you can't tell if a guy is wearing tighty whities or boxers when you hug them.

Not at all if the other person is wearing clothes.... don't worry!! , only if they are touch with bare skin parts (hands, elbows...) because you have more precise sense of what you are touching...
