Invertebrates don't have tongues. So insects don't have tongues, not do starfish, or worms and so on.

Invertebrates, that includes insects, arachnids, mollusks annelids, polycheates, starfish, cephalopods, the whole bloody phylum.
There are so many that dont have tongues, evolutionarily, they were never required. Arthrodpods, actually almost all invertebrates will molt their skin, so they dont have to groom like a cat to clean themselves,

Crocs have tongues.

The only ones I know of are a species of frogs.
