Because (as far as modern science can tell) there are no such devices, only crackpots and con artists or people who are honestly misguided.
One of the most powerful of all the assumptions in physics is conservation of energy. Without it physics would not look anything like it does today.
The success of this "law" is so great that believing in energy for free is just not in the ballpark!
Not to say that there aren't clever ways to get energy, just not for free!

Oh, they've gone public many times. Unfortunately, the laws of thermodynamics prevent the devices from working as advertised. I believe the Patent Office has a policy of not accepting any applications for perpetual motion machines without significant independent proof.
The laws of thermodynamics were once characterized as "You can't win; you can't break even and you can't get out of the game" Free energy devices fall afoul of the first two laws in some fashion or another.

Its the same reason why we don't cure anything...we create vaccines and medicines but never a cure. There is no money in a cure due to it makes the problem obsolete, but there is plenty of money in treating symptoms. Unless the government goes against the energy lobby to pay for R & D for free, clean and renewable energy sources to make the current engergy cartel obsolete...it probably won't happen until they run out of carbon based fuels. So you want something to blame...blame me and you for not figuring a way for us the masses to stand together and be more powerful than the lobbying forces in Washington.

HEY! My TWIN! holy teriyaki sauce, man! haha... um... hydro-electric is all the new rage! VERY cheap. Not free, but great. The hydrogen pos is seperated by a menbrane... the neg (proton) travels up and around the membrane to reunite with the pos... which powers a battery which in turn runs an engine. I'm very close, but not 100% correct in terminology... anyone else???

when u sell them the big gas and oil companies lose their jobs so they do anything they can to get rid of those items... btw everything runs on gas, even electricity... you have to burn oil to get the big generators to start working...
