The best 2d game maker I've ever run across yet is GameMaker by Mark Overmars, although the more recent versions require you to register to gain full access to all of the features (I was fortunate enough to download my copy before he began charging =D ).
Although free 2D game makers are scarce, there are various that are relatively cheap. GameMaker, for example, is around $20 I believe and worth every single penny. Klik n' Play is much more basic and is oriented around Drag and Drop, but is also about $20.
If you want to create 2d games absolutely free, then I recommend learning C and downloading Allegro, a library specifically built to create 2d games - all for free. If you've never done any C/C++ programming, this would be the perfect time to learn. With online communities and tutorials all across the net, you shouldn't have too much trouble beginning with Allegro.
