I would need more information but it seems like you are utilizing a wireless connection and not a hardwire connection.

First thing, what device to you have between your cable modem and your computer? Linksys wireless router, etc.

These are my steps:

1) What happens when you open up your browser (Page can't be Displayed?)
I want to make sure your cable modem is provisioned to have access to the Internet
2) If you get page can't be displayed, then go
Start --> Run --> type "cmd" --> Type "ipconfig/all" in the black screen

I assume that your connection is not statically set in your computer and just auto-detect (DHCP Enabled line should say yes with the information below)

You should get information similar as below:
C:\Documents and Settings>ipconfig/all

Windows IP Configuration

Look for DHCP Server and ping it by typing in the black screen

ping

You should get something like the information below if you are able to get to the cable gateway:

C:\Documents and Settings>ping 192.168.1.1

Pinging 192.168.1.1 with 32 bytes of data:

Reply from 192.168.1.1: bytes=32 time<1ms TTL=150

Ping statistics for 192.168.1.1:
Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 0ms, Maximum = 0ms, Average = 0ms

If you do not get to this point, you might have an adapter issue or configuration issue (card or router).

Assuming that you could ping the network device (router) then try to enter the cable modem diagnostic modem

Usually, it is 192.168.100.1 for DOCSIS 1.0, 1.1, 2.0 modem
If it does not work, try to entering the network device by typing the Default gateway IP Address into your browser. Assuming you have admin and password, check your Internet Side connection (WAN) to see if you are getting information..

You could try to reboot your cable modem, router, and laptop in sequence to see if you get back online (assuming configuration is good)

set up a new connection using the WIZARD that will utilize the house system (wifi or wired, not both) if upnp enabled, it should recognize the signal and establish connection. follow the prompts in the wizard for address resolution use WPA encryption WEP is broken. turn off upnp IN THE ROUTER, change default 'admin/password' to different stuff.

Go to your cable modem, unplug it for 20 seconds, then replug it and wait for all of the lights to turn back on. That should work.

Sending but fail to receiving is indication of WEP ID/passphrase not matching what's suppose to be your own network.
