Somewhere remote where there was no set religion just a firm belief in God. As far as language it could be a universal language that everyone could understand with ease. Sometime in the future when people are more open to new ideas and have started to care about each other again. Education would come in part from a classsroom and in part from everyday living. Ex: growing a garden to produce your own food, learning to take care of ourselves again.
Very good question.

Establishing a new culture sounds like a headache and I would never do it for real but if I were to I'd pick a mild climate with no religion but I'd have rules for people to follow and language would be English, time period would be in the future like 100 years from now and everyone would be required to have at least 2 years of college. :) this is a real cool question by the way.
