Basically, the government should provide protection for the rights of its citizens....and not much else.
This would include:
Democratically elected bodies to write laws under the constraints of a written constitution
Courts and police to interpret and enforce the laws, and to settle disputes between private citizens
A defense force to protect against foreign invasion
Certain public goods that can not reasonably be supplied by private citizens or groups, such as roads or lighthouses.
A limited civil service to record property ownership and otherwise carry out legitimate government programs.
Aside from that, I don't believe the government should do much else. Going beyond that would violate the rights of some citizens, which goes against the whole point of having a government.

leadership...... provide me with the things i need a government for, build my roads, fight wars, manage public land, protect our borders,so on and so on... do not tell me i have to wear a seat belt or wear a helmet ( i do these things but it should be my choice..) the problem today is that to many people think the government owes them a living, and the government is more than willing to take full care of as many as will allow them,,in this way they have control and after all,,that is governments altiment goal,,to have total control....... just run the country and leave me alone unless i volunteer my services

national defense.
enforce laws to protect from other's greed.
NOTHING ELSE. any time the government starts to provide other things they start to attach strings to it.
if they make a road they raise taxes
if they provide welfare they raise taxes
if they start putting warning labels on everything they raise taxes
medicare-more taxes
social security-more taxes
and so on.

It should follow and suppor the Constitution, period, nothing more, nothing less.
It is too bad Americas congress has violated Article 1 Section 8 of our constitution.
