It really refers to the mood in the country. That's usually ascertained, by various polls, on how the public feels on a certain issue.
If the polls are correct, it seems, the majority of Americans, are upset by the war in Afghanistan, and Iraq, being unable to see any end of the bloodshed and death there.

Psyche is the collective state of mind. In the President's speech, it referrs to the mixed and impassioned feelings by many on both sides of the war. I believe that the President said it was damaging our psyche, meaning that it is causing tremendous division to our collective consiousness.
The majority of this is directed towards the war in Iraq, I don't think many disagree with the war in Afgahanistan.

His advisors explained it to him, but 'psyche out' is what he's been doing to everybody since this damn terror , wmd, lieing war started. he is smoozing everyone now. so watch what he comes up with next, He is trying to get the rest of the world scene set up for a clever twist on bombing Iran.

It means he is losing and is trying to find a way to cover it up. Sad he is our president and maybe he is begining to feel that way too.
