has anyone ever been to Tobolsk Russia and what did you think of the city and the weather when you were there?

It's a relatively small town with some examples of nice wooden architecture (and its own history as one of the first Russian towns in Siberia). I have been there more than 20 years ago, so it does not count.

It gets quite cold in winter (-40 is common and sometimes can get even colder), as you probably know and there can be a lot of mosquitoes in the summer.

20 years ago people used to be friendly, don't know whether this has changed.
