It is used in the sense of "materialistic", which essentially refers to someone who is very attached to worldly possessions.
With "material world" she probably refers to the fact that the world is getting very much focused on worldly (or material) possessions like who has the best car or best mobile phone. And with "material girl" she probably refers to the fact that worldly possessions are important to her. It's almost like saying she will go for a man if he has money (and can buy her lots of worldly things).
As it is part of Madonna's song, the meaning might be something totally different because she has artistic freedom. However, the implied meaning is as I have stated above.
