all of it turned pure white, and after a month or so when there was still some left i put hair dye on my arm which made the bleached hair turn back to my original arm hair color(black) it's been 2weeks since, and since school has started i've been exposed more to the sun, and am starting to noticed some of that whitish golden hair is growing on my arm? how i thought i got rid of it ?

well, for one, even permanent (level 3) dyes don't last forever, especially not when you wash your arms every day/every other day/however often.
plus bleached hair DOES NOT hold dye well AT ALL. i learned that the hard way. i bleached my hair, then dyed it black, and the black was faded after the second wash. that's life. it'll grow out naturally eventually though.

The sun could be bleaching your arm hair, it does that to me, too. Don't worry about it, it can't look that bad unles your a guy.
