I do get the click. just no motion. All connectios are tight. Get good volts off of starter. Started, shut off to run inside came back out. Just click. Battery has good charge. 12+

Does the starter engage? Does the starter work? Is the battery up? Give us a clue.
If all is working, but the engine won't crank, but the starter does, most likely your flywheel ring-gear has teeth missing or damaged. In that case your transmission has to come out, and replace the flywheel.
If the starter is known to be good, and the engine won't crank (and neither is the starter) then you have a mechanical interference problem (damaged engine, hydraulicked cylinder etc)
If you think that may be the problem, then pull the plugs out and see if it will crank over that way.

You may have to adjust the alignment of the starter , the Bendix may be kicking in but not making contact with the flywheel. Are you sure you have the wires hooked backup on the starter correctly? If it is a re-manufactured starter, it could also be bad right out of box. Also it could be a problem with the electrical system, such as in the switch. I had a Camaro once that all of a sudden died in a Burger King lot. It would not do anything. Had it towed to a shop, turned out it a single wire to the starter that just broke in two.

To start with the transmission does not turn over, maybe you mean engine. Could be a bad starter, even though it's knew, or engine is locked up, could be run hot, or slung a rod.

well i would start with checking your engine as the transmission shouldnt turn over. you didnt bother to mention if there was a click or nothing at all

You mean the engine won't turn over, regardless, the only thing left is your ignition switch.
