uhh strange question.. but
you can take x = -6 and multiple both sides by 2 giving you
2x = -12
now plug 2x in for -12 in the second equation
1/2y = 2x.... multiply both sides by y
1/2 = 2xy.... divide both sides by 2x
1 / 4x = y

None of the above. 1/2y=-12 implies that y=-24, i.e. y=4x or 2x-12 or x-18, and each of those answers is obviously different. As such, I suspect that you misprinted the problem. Was your question:

Because if you mean the latter, you should have written 1/(2y). Despite PEMDAS, multiplication has the same priority as division, not greater priority (conceptually, this is because division is considered to be multiplication by the reciprocal - which makes things easier when moving terms around, since multiplication is commutative and associative, and division isn't) As such, if you want us to multiply 2y and then divide 1 by it instead of evalutaing the operations from left to right (which would mean dividing 1 by 2 and then multiplying the resulting 1/2 by y), you have to put the 2y in parentheses.. Anyway, assuming you meant 1/(2y), the answer would be y=1/(4x), because:
1/(2y)=-12
1=-24y
y=-1/24
And 1/(4x) = 1/(4*(-6)) = -1/24

x+6=0 and 1/2y+12=0
then set both equal to one another and solve for y
x+6=1/2y+12
subtract 12 from both sides to get y by itself
x-6=1/2y+0
clear fractions by multiplying both sides by 2
2(x-6)=y
