it is probably too big. when you shop for a skirt, pay no attetion to the size stated, they vary from shop to shop. try it on and move around and make sure it is comfortable. I hope you did not pay alot for the skirt, you would be better of with a new one

Too big. I've had the same problem before because my hips are disproportionately bigger than my waist so when I get a skirt to fit around my hips it leaves a lot of room in the waist so the skirt rides up and twists around. Just have the waist taken in and you should be fine.

Its probeley too big. If the skirt, sits still yet hem rises up all the time then its too small.
