It depends, sometimes they stutter when they are saying something that makes them nervous, like i love you or something like that. But a very good sign that he is lying is if he doesn't keep eye contact

christ no!! if he stutters its cause he has a problem with his nervous system or whatever it is that causes a stutter!!!
if he shows signs of lying then hes probably lying but stuttering doesnt instantly mean someone is lying! if he is lying hell be doing other stuff along with the stuttering

If he's not normally a stutter-er then yes. It means he's nervous.
