You need to kep in mind the year in which it was made before making any of these assumptions. While it does appear to have many racially oriented connotations, we need to remember that these were the social norm at the time it was produced. Based upon the animation style, and the style of dress, I would guess this was made nearly 50 years ago, if not more, and we need to recall how the world was at that time.
While the racial content is clearly a large part of this item, we also need to bear in mind that many other things were produced which were far more racially motiviated than this particular item seen here. As the level of acceptability in society changes, so too do our opinions of what is "racist" and what is not. I am not going to say that I agree or disagree with what is portrayed here, but merely point out that this was produced in a time when, and for an audiance whom, these depictions were the norm, and were socially accepted, and, in fact, the expectation.
As to the direct answer to your question, I personally found that it was not funny, and do not see how there can really be any humor derived from this particular item. At the same time, I have watched it with an open mind while considering the social circumstances at the time it was produced. I would think it was made for a largely caucasian audiance at a time when segregation and other racial disharmony was at its highest. It can be assumed that this would be shown at the beginning of movies, as a short subject before the feature, during a period of time in which people of different ethnic backgrounds were not mingling in theaters.
I neither agree nor disagree with anyone's opinion of this piece. Really, the crux of it is whether you personally feel offended by it in any way. No matter how many differing opinions you may find on this forum, there is no mind like your own, and you must come to your own conclusions on this.

It's definitely racist by today's standards, but I've seen a lot worse. And, as others have already pointed out, it WAS the social norm at the time.

And it is funny, but not for the reasons it was intended to be. It's funny because it's horrid.

If making a cartoon trying to make black people feel bad about themselves for your own amusement is funny than it is great. I mean the guy made all the black men look like apes. Mick Jagger looks more like an ape than Snoop Dogg to me and last time I checked apes (chimps the closest human relative) had strait hair, short legs and no backside. Not to mention they are not as well coordinated as humans at walking. Planet of the Apes?
