Try going to microsoft.com and re-downloading internet explorer. If that doesn't work go to mozilla.com and download firefox.

Why even use the Internet Explorer? It's full of holes that can give you viruses. Switch over to Mozilla FireFox. It's a great browser and safer too! But if you must have your IE back, go to Microsoft and download the latest browser.
PS. I tried Opera and it's not as good as FireFox.
