one can only imagine that its origin lies in clothing falling apart. when something is falling apart at the seams, it's degenerating, much as clothes, with their stitches falling from their seams, is degenerating. but, hell, that's just a folk etymology. perhaps it came from some french phrase that, coincidentally, sounds like it.
