I know ash makes plants thrive, but is it okay to put cigarette ash in the soil? Does the ash still contain nicotine, and, if so, is that bad for the plant?

Nicotine is one of the strongest broad spectrum pesticides there is, I am a greenhouse grower, we use bombs of nicotine that we light off in the greenhouse and they kill most everything. It won't harm your plants, might give some protection from insects.
More importantly, that information should be food for thought about smoking for YOUR health!

not really - but potash is - it's the ash from a bonfire of burned wood - it's a nutrient that your plants may really enjoy.
and for cigarette ash, never had a plant die from it - the tobacco has pesticides in it and perhaps that is not so bad. but stick to the potash.

Smoking near a plant is bad for it so the ash is probably bad for it too.

usually a little is helpful. It wouldn't hurt to call a plant nursery for specific advice as to how much and on which plants.
