There is a board for psychiatrists and neurologist its called The American Board of psychiatry and neurology (ABPN) and you can email questions to the following email address:

Your state board of professional licensure, and your state board of medicine are two places to start. There is also the better business bureau and the Joint Commission on the Accreditation of Hospitals and Practitioners.

I would think that you could submit a complaint to the American Medical Association concerning any doctor.
