About the only way to do that is to go to a pawn shop and bring something with you to leave there.
Loan companies have to have some 'collateral' to insure you will pay back the loan. If you have no credit nor do you have a bank account then the loan institution sees you as a VERY bad credit risk. Remember, they are in the busines to make money and if the indicators are you are not responsible enough to pay back the loan... then they will deny the loan.

I truly hope you don't find anyone who'll extend you a loan under those conditions... because they will be the type of outfit who will do something like break your kneecaps if you fail to repay them on time. And I am not joking or being facetious in the slightest about that.

Try check cashing places. (and loansharks)
Anyone who'll give you money will check your credit rating. If you are willing to pay ridiculous rates they usually will write the loan, just do a search on bad credit loans.
