No, there's no worry, we don't need to fear them cleaning them. But the human race is less than perfect, give a man a free and open public rest room and yoo might as well give a man the keys to a home. I once gave a homeless man the keys to an apartment I was about to get kicked out of...it felt very good.

They lock them for your own safety. People can get raped and robbed in a bathroom if the doors are unlocked the entire time. By needing a key they know who is going in and out

It could be three reasons:
1. Once they clean the bathroom, they don't want people messing it up again
2. To keep homeless people, non paying patrons and nasty folk out
3. They don't want to clean the bathroom.

Either way, it messes things up for the decent people who really need to go.

no its just after they are new they get filthy over time and no one feels like cleaning them. then since they dont want the public to see the easiest thing for them to do is to lock it.

homeless people sleep in them or people shoot up in them. I've walked in several bathrooms with broken locks and have discovered both on numerous occasions.

I haven't found them being usually locked unless someone is in there at the time, but thats just my experience of it.

All petrol stations that I have seen with toilets are usually open all the time.
