The Perchlorate ion (ClO4-) acts as an oxidizer in a reaction with sugar (commonly, sucrose), the Chloride ion (Cl-) will not.

Potassium or Sodium Perchlorate (KClO4 or NaClO4) are common compounds containing the Perchlorate ion and can be easily used as an oxidizer with sugar as the fuel.

Reaction between Potassium Perchlorate and sucrose,
6 KClO4 + C12H22O11 --> 12 CO2 + 11 H2O + 6 KCl

Concentrated sulfuric acid will also react with sugar. It's a spectacular demonstration.
