House of M happened before Civil War and Frontline. Figure out, using the internet, what month and week of the month the comics came out and read in that order. Frontline is seperate from Civil War and each has it's own numbers. The crossovers like Amazing Spider-Man, She Hulk, Black Panther fit into the stories between which books they came out. The comics such as Young Avengers & Runaways, Civil War: X-Men, etc., etc., have their own Civil War storyline so they are numbered starting at 1 and so on and so forth

Secret War, House of M, Avengers Disassembled and then Civil War and Front Line you should read alternately, #1 of CW then #1 of FL, etc.
