The other are correct for popups by web sites. If you are talking about popups you get whether you are online or not, then you have an adware program on your computer. It needs to be removed properly to stop it. Go here and use the programs shes lists and follow the procedure for the best chance of permanent removal.

I prefer Google Toolbar. But a malware scan ought to do you good. Download Ad-Aware and Spybot- Search and Destroy and run those. If you're using Internet Explorer, you should also switch to Firefox or Opera. Both of those browsers are exceptionally better than IE in all aspects.

If you use Yahoo you may already have one, just make sure it is enabled. It does a pretty good job although it does not catch all of them. You just need to download the Yahoo task bar. It is supposed to have anti-spy too, but I have not had much luck with that.

Get firefox, now search for extensions
https://addons.mozilla.org/extensions.php?app=firefox
Now search for the "no script " blocker, very good, and firefox on it own does a good job
