It depends on how you paid - if you sent a money order in the mail, you will have a tracking number. If you paid by Paypal, open a dispute claiming item not received. If you paid by credit card, call your credit card company - it's kind of a long process, but it pays off. First, make sure that you have allowed enough time for the item to arrive - it's embarrassing to make a fuss and then whatever it is shows up the next day!

Do they have a customer service phone number? I always like talking to a live person, I always feel like i was heard. If you have gone all the way up the chain of command, and still no success.
Then try outside governing agencies, better business bureau and stuff. Your local one is in the phone book, and they usually are very helpful.
Also might want to try the federal government. They actually have their own national information system.

I had a problem a while back. It was probably the most helpful phone call I have ever made. They gave not only names of agencies, addresses, and phone numbers. I got about 15 leads out of that one phone call.

If you have paid by credit card, dispute the transaction through the bank.
Otherwise, contact BBB (Better Business Bureau) and see if that helps.
Lastly, consider suing them in the Small Claims Court. They can handle cases upto $10,000 without much hassles compared to a regular court.

When you buy online always use a credit card that way you can contest it with them. You get your money back and they get to deal with the credit card company.
You can turn them over to the better business bureau. That is if you know what state they are in.
You can also report them to their internet service provider.

if u paid by credit card/visa contact them and they can refund u.
next thing to do is contact citizens advice or whateva local support u have where u live, they will advise and hopefully that will sort them out.
the credit card company should refund ure money and take on the case of gettin the money back off of them
