Depending on where I am using the photos, I can usually right-click on the picture and it says "format picture" and then you can change the size.

You can use Picture Resize Genius to do this. It includes the ability to batch resize pictures. Besides, it can add watermark, rename etc. I will be able to process thousands of files in a few seconds.

In any photo editing software, you have to go to Image>size and then change the actual size. You can size it to inches or to pixel or to resolution. But each software is a llittle different, so without knowing what you are using, I cannot tell you specifics.
