Left click on your desktop.
Scroll down to properties.
In the Display properties, click the Appearance tab
Under "Color Scheme," pick the colors that are there [Default blue or the olive green].
You can also find Display properties in Control Panel.

Click start, then click control, then click appearance and themes, then click display, then click appearance, then go to windows and buttons, then click on Windows Classic Style, then click on Windows Classic or Standard. Or just right click on your screen, then click Display.

The easiest way to find out how to change it is to go to "Help and Support" and do a search on "Themes" and if that doesn't work than try searching "Appearance"
