how are budget cuts and the governement related?

Each year the government decides on how much they can give to each town, and if the funds aren't sufficient, there will be budget cuts. I think most of these money problem are also related to the war that's going on, and it's really sad, because the schools are being punished for it all.. so yea.. there ya go.
