Percentage means per-cent-age; that is per "one hundred" where cent means 100 as in century or 100 years, right? By converting the two numbers you have into a fraction expressed as a decimal amount you are half way there. For example, 50/100 = 1/2 = 0.50. Multiply the decimal amount times 100 to get the parts per 100 parts. In our example, 0.50 x 100 parts = 50 parts which we can call 50%.
3/2 = 1.5 and 1.5 x 100 = 150%
2/3 = 0.666.... and 0.666 x 100 = 66.6%
You do need to know whether the item you are interested in is smaller or larger than the item it is to be compared with. Hope that helps a little.

Well if you want for example to know how much 75% of 358 is you do: 358 x 75/100 (so thats your amount or number times the percentage, divided by hundred). I hope this is what you ment.

for example what % does 5 out of 82 equal? 5 / 82 = .0609 x 100 = 6.09%
