The first part is - 19 yr olds produce the healthiest sperm and in highest volumes. After that, sperm motility and volume slowly decline, though sperm can still be produced throughout the man's lifetime. Ejaculation also will occur throughout life, even if the production of sperm ceases.
The 40's thing is a bit of a myth, based mainly on the idea that kids have grown and left home, so sex is more available/relaxed.

It was for me. I enjoyed the sexual encounters more in my forties and so did my partners, I was more focused on pleasing them instead of just getting my rocks off.
