I want to learn but all the internet suggestions keep pointing to sites like php.net where all the information is there, but no practice problems. Also, the books that keep getting recommended are books that just explain everything, but again, no practice problems.

I like the Sams Teach Yourself series of books. You can get those at most any major book store, or Amazon and the like. O'Reily has some good ones two, but I don't know if they have problems or anything at the end of chapters.

I don't know the answer to your question, but why not make up your own practice problems? Think of what would be useful to do, and try it out...

I used the tutorial on php.net, and just made a practice page with the information in each chapter, and extended them with whatever came to mind.
