Of course it won't cause delays for two good reasons:
1) the shape of parcels isn't changing only the cost; the PO are already handling the same stuff
2) they will be charging penalty fees for parcels that are understamped for the new postal rates, thus you can guarantee that a) they won't lose these and b) they will arrive quicker than normal so they can collect their extra money sooner!

I have posted some parcels today, I did not come across such delays. The staff seemed to know what they were doing and were very helpful.
But posting parcels, even small ones, has gone up in price.

You can rest assured that anything the Postal Service does will merely make life more difficult for all in this country (except those fortunate enough to be able to afford private couriers).
