it sounds like your transponder in the monitor is going out, that monitor want last you more than 3 months. I would recomend you buy another one.

If that whining sound persists when you turn it on, then the monitor will just go pfft (with accompanying black smoke at the back, at times) wihtin a few months. When it is off, that noise shouldn't be there. Try unplugging it and if the noise is still present, it wouldn't be coming from there but from somewhere else.

There is a good chance that it is going bad. One of my clients' had one that did that, and eventually caught fire.
Basically the dust that collects in the copper wiring around the CRT is sparking, and eventually that is what causes it to catch fire.
This can not only fry your monitor, but also the charge can send back through the monitor cable to your motherboard and fry it too.
Best bet is to get a new monitor. If cash is low, try freecycle.

Try the following:
-Get the speakers away from it.
-Get the UPS/Power back up away from it too.
-Unplug the Monitor,and leave unplugged for about 3 minutes.
-Plug in monitor and listen for sound.
If sound is still emerging from within monitor,monitor transformer might be burning out.Please unplug and take monitor to technician.

Sounds like it is not the monitor. Maybe your has a built in speaker.

Generally it's the Flyback Transformer that begins to "sing" with age. Doesn't mean anything though, it could last for years, or until you just can't stand it any more and buy a new one.

that's a power problem..maybe high power more than normal or maybe less,the cpu may also produce these sounds...it's nothing about the monitor,it's in your electricity.

its broke you will have to buy another one it will cost more money to get it fixed than it would cost to just buy a new one.those type of things happen when they are about to go out.
