Scan the document with a scanner that has an OCR Software. The OCR software allows the text to be edited.

It's very hard to do I know a software from HP can help by scanning as text but if scan as picture forget it you can not edit, but you can create some ilusions with word and other programs.

Most scanners come with a software called OCR.
