It passed 3 of 4 tests, but limit is 220 ppm and mine showed around 350 at idle. Every mechanic I've been to seems like a ripoff. There is no visible smoke. Ideas? I'd at least like to know if the mechanic is trying to be honest.

First change the oil. Over time fuel gets into the oil and causes high levels of carbon. Then idle it down to proper specs. Clean air filter also. A stopped up air filter will cause a choking action and cause the idle to be high.

Larry M is right for the most part. Also since smog checks are for smog related issues. mainly un burned fuel, you can not see that. Rip off or not you need to find out why it not passing. Id the cat weak? Do you need a new oxygen sensor? Also try a can of fuel additive like BG 44K it helps gas burn cleaner. I know a couple of BMW dealers in California that use it for cats that are starting to go bad. Good luck.
By the way if you live in California and you failed at a test only station you can go to a C.A.P. repair station and I believe the first $500 of repairs are covered by the state. Again this is only if you had to go to a test only.

it just means yoru car isnt' idling efficiently. Usually a simple tune up will fix these problems. Adjust teh idle, the timing, get some new spark plus and most importantly new air and fuel filter. At an indipendent shop this will cost you $60. If you tell them you failed yoru smog they will make up escuses and charge you diagnostic fees.

So I suggest get the tune up, do it yourself if you like.Then do a re test.

There dosen't have to be smoke for a high CO level. You car has an emissions problem that needs attention.

The coil module is a forty dollar part in your distributor that sets up the electric spark. It deteriorates with use, giving a weaker spark and more hydrocarbons (un-burnt gas). A fresh one will help.
