When an embryo is developing at the very beginning it is given everything until it is, a short time later, determined to be male or female. The sexual organs are there as well and once the gender is determined depends on if they drop or not.

not sure about animals, but humans do because in our early stages of development males and females have the same parts until the introduction of testosterone or estrogen which trigger the development of their respective parts

boy animals do have nipples also

Most male animals do have teets. They are just not pronounced like that of a female.

All male mamals have vestigial nipples. As they mostly have fur or hair you just don't notice them.
