I don't think there is any hard and fast rule for rounding up or down. In the right circumstance rounding up would cause the total pie to be 101%, so I would round in the ordinary fashion if > 1/2 then round up, if less than 1/2 round down. If two numbers are exactly 1/2 then you will need to round one up and one down to get a total of 100%.

Pie charts generally do not show great detail, so rounding and leaving numbers to only one significant digit is common.
