An employer can't keep your last paycheck, you can sue them for 3 times that much and also collect money for wasting all your time on this matter. Take them to small claims court.

Why did they keep your last paycheck? Do you owe them or where they ordered to garnish your wages for any reason? What was your employers excuses? They didn't just pick you out of a crowd and decide to keep your check.

Florida does not have it's own state labor board. You will need to contact the US Dept of Labor. Here is their website:

look in the phonebook (white pages) under Florida, there will be hundreds of entries, and it should be there. If not, call your county courthouse, they should be able to direct you. I'm not in Florida right now, so I don't have the book.
