Ever seen a small childs foot? When they cross their legs you can't tell right from left, it looks like cartoon feet, you can't tell which toes are bigger and where the arch is in the foot. The feet fit in both shoes because they don't have to be shaped around arch and have room for the bigger toe.

well it could be either that the kid was pigeon toed (you put the shoes on the wrong feet to straighten the walk) or it could have just been the kid was working on its independance and put the shoes on themselves and haven't quite figured out the right at left issue

some kids are born with slight birth defects of their feet. Wearing the shoes on the wrong feet can be beneficial to the growth of the bones.

My nephew is being fitted for those shoes now. He has a problem with his feet; his ankles turn inward when he walks, compromising his mobility. The shoes correct the problem.

i had to do that when i was little i was born with hip problems and i was also very pigeon toed and it helps your feet to turn outward so you learn to walk the right way, i still have some problems but not as much as i would have, you also have to exercise your feet when they are that bad too.

because, at 2 years old, you wouldn't know which one goes on which foot. I don't know why the parents didn't fix it though.

yeah, they do that kind of thing. Which isn't a big deal unless that kid is in middle school. Then maybe the parents should worry.
