We can't nor should we want to. I suppose without plate tectonics, there would be much fewer catastrophic earthquakes and most volcanoes would cease but I still wouldn't want anyone tinkering with it.

you wouldnt want to, the results of the only way i could think of would be disasterous to the planet (ie, "freezing" the core of the earth so that the crust didn't float on magma might do it, but it wouldn't be good for any of us hanging out up here on surface)
