I'm a Levi's guy so I go to Levis outlets.....and I got 3 pairs of jeans for less than $20 each. They had low rise there for guys for $15 (I did get one pair, and believe it or not they were comfortable and they don't drop that low so don't go there....the others were silver tabs).
Anyway, I'm sure they'd have the low rise in the girls section too for that price, but hey lotsa a girls wears guys jeans anyway, so there's another option.

Okay this requires some hunting but you need to hit what ever bargin stores there are in your area. Marshalls, Ross, TJ Max, whatever. And their inventory is not consistant so if you are in a metro area where there are more than one of each of these, try the next one.
Also you can try your local thrift stores. There are some great clothes there sometimes, some great vintage stuff too.
Finally shop ebay. You can get awesome stuff for fractions of what you'd pay at a store.

EDIT: Oh yeah, check kohls too.
