Start with a development platform (i.e. C or C++) and a compiler. Then add basic understanding of C. Then add basic understanding of the Windows APIs for drawing (e.g. GDI, BitBlt). Then add comprehension of DirectX or OpenGL.

You can use books or the Internet to help you with those.

There is at least one program you can buy to make lame games in a simple environ. I can't remember its name though.

Check out http://www.learnflash.com - they have a series that teaches you how to create video games in flash. It's a good way to begin learning the process, and you can actually create games pretty easily in flash.

you need to learn c++ , there are lots of books at the library that will teach you step by step
